American manufacturing is on the rebound \u2014 and that good news could hardly come at a better time for President Donald Trump, as Republicans gird themselves for the midterm elections just two months from now.<\/p>\n

Manufacturing isn\u2019t the only sector that\u2019s on a hiring spree; businesses across the board added 162,000 new jobs in August.<\/p>\n

Even The New York Times called the latest employment numbers \u201czesty.\u201d<\/p>\n

The paper quoted T. Rowe Price\u2019s chief US economist, Blerina Uruci: \u201cIt\u2019s a very good report . . . And it perhaps shows that financial conditions more broadly are not that tight.\u201d<\/p>\n

The workforce participation rate rose as well \u2014 which matters, because people who drop out of the labor force are invisible in unemployment rates that only count those who are looking for work.<\/p>\n

This economy is pulling Americans who\u2019d given up hope off the sidelines and putting them to work.<\/p>\n

That\u2019s a success not only for Trump\u2019s economic policy, but for his immigration crackdown, too: It\u2019s no longer so easy for companies to abandon Americans by hiring foreign workers instead.<\/p>\n

Establishment economists predicted none<\/em> of this.<\/p>\n

They were certain Trump\u2019s tariffs would be catastrophic, and that American industry would contract without constant infusions of foreign labor.<\/p>\n

Relentless efforts to stop the president\u2019s economic agenda in the courts created uncertainty that\u2019s bad for business.<\/p>\n

Companies have to make plans based on a predictable environment of taxation and regulation \u2014 if nobody knows whether tariffs will remain in place, nobody can afford to make long-range decisions about re-shoring jobs and buying from American suppliers instead of sources overseas.<\/p>\n

That\u2019s what the president\u2019s foes \u2014 who want maximum economic globalization \u2014 were counting on.<\/p>\n

Voters chose Trump\u2019s agenda over the alternatives in 2024, when they sent him back to the White House with full Republican control of Congress.<\/p>\n

Then again, losing an election doesn\u2019t matter if you can use lawfare in the courts to sabotage implementation of what the voters asked for.<\/p>\n

Yet all the lawfare of the past year hasn\u2019t stopped the America First employment agenda from succeeding.<\/p>\n

The results have been especially impressive in manufacturing, where the latest numbers show the biggest growth coming from jobs that make long-lasting products.<\/p>\n

As Peter Navarro, former director of the Office of Trade and Manufacturing Policy, notes in RealClearMarkets, \u201cManufacturing employment rose by 16,000 in August, with nearly all of that gain coming from durable-goods manufacturing.\u201d<\/p>\n

Overall, \u201cmanufacturing employment is up 58,000\u201d jobs this year, \u201cdriven by a 94,000-job gain in durable goods.\u201d<\/p>\n

Globalization\u2019s advocates treat the disappearance of America\u2019s manufacturing jobs as an inevitability \u2014 they say technological advances will destroy more of those jobs than free trade does.<\/p>\n

But they draw the wrong conclusion from technology\u2019s impact on employment: It\u2019s because<\/em> many jobs will be lost to automation that we shouldn\u2019t undercut the rest of our manufacturing workforce by adopting trade policies that exacerbate job losses.<\/p>\n

The profits to be had from simply moving a factory from America to a foreign country where labor is cheaper are, as economists know, \u201carbitrage\u201d gains \u2014 which disappear as wages equalize over time.<\/p>\n

As wages rise in the rest of the world, the disadvantage that higher-wage American workers have faced in competing with them starts to fade away.<\/p>\n

Over time, this makes the case for returning manufacturing to America steadily stronger.<\/p>\n

But first our manufacturing base had to survive peak globalization \u2014 and if not for Trump, the policies that were accelerating the loss of our country\u2019s manufacturing jobs would never have stopped.<\/p>\n

What Trump and the GOP are achieving with their trade and jobs policies shouldn\u2019t be judged from a baseline of zero; the gains have to be compared to how big the losses<\/em> would have been without this new approach.<\/p>\n

Coming out of the Biden years in January 2025, America had shed 199,000 manufacturing jobs in just the preceding 16 months, according to industry analyst Alan Tonelson.<\/p>\n

Biden left manufacturing in a deepening hole that Trump has had to pull the sector out of.<\/p>\n

\n<\/div>\n

And he\u2019s doing it \u2014 first slowing the job losses that had been accumulating for years, and now increasing manufacturing employment for each of the past several months.<\/p>\n

In just about eight weeks, voters across the country are going to pass judgment on Republican control of Congress.<\/p>\n

Trump won\u2019t be on the ballot Nov. 3, but jobs will be \u2014 especially those in manufacturing.<\/p>\n

They\u2019ll be lost if a Democratic Congress adds its power to the campaign in the courts that\u2019s trying to drag America back to the age of offshoring.<\/p>\n

There\u2019s still money to be made by arbitraging away American jobs \u2014 or importing a cheaper workforce into our own country.<\/p>\n
