Landlords told The Post that complaints are now being made before even asking them to fix a problem.<\/p>\n<p>\u201cThe city put us in a situation where they\u2019re just slowly beating us to death\u00a0and\u00a0blaming us,\u201d said Lincoln Eccles, who owns a 15-unit building in Crown Heights. \u201cThe apparatus of the government\u00a0is geared to squeeze\u00a0us.\u201d<\/p>\n<p>In the past week alone, Mamdani\u2019s 311 army flooded Housing Preservation and Development, the city agency that fields all tenant complaints, with 67 calls for clogged toilets \u2014 a 500% increase from the same time last year.<\/p>\n<p>\u201cAll of this tenant organizing is part of a long term project to take wealth away from people and redistribute it,\u201d said Stu Smith, an investigative analyst with the Manhattan Institute. \u201cThey\u2019re figuring out what pressure points they can act on to get their way.\u201d<\/p>\n<p>Complaints in Brooklyn \u2014 home to the \u201cCommie Corridor,\u201d a stretch of heavily Mamdani-supporting neighborhoods such as Bed-Stuy, Bushwick, Williamsburg and Greenpoint \u2014 are rising at the quickest pace.<\/p>\n<p>So far this year, Brooklynites logged 169,675 complaints compared to 128,337 at the same time last year \u2014 32% more than the same span in 2025, data show. <\/p>\n<p>Queens, where the corridor extends into places such as \u201cThe People\u2019s Republic of Astoria,\u201d also saw complaints rise faster than the city-wide average, ticking up 29% year-over-year, the numbers show. <\/p>\n<p>The corridor has been at the heart of City Hall\u2019s efforts to galvanize renters to join forces against landlords, who are anathema to the communist view that private property should be collectively owned.<\/p>\n<p>\u201cCall\u00a0311,\u201d Mamdani\u2019s radical tenant advocate, Cea Weaver, who once declared property ownership a \u201cweapon of white supremacy,\u201d urged New Yorkers in February. \u201cCity Hall\u2019s door is open,\u201d she said, bragging thatthe city was going to get \u201cbold and creative\u201d in an interview with In These Times.<\/p>\n<p>Weaver, who once said \u201cif you don\u2019t believe in the government\u2019s sacred right to seize private property, it\u2019s over,\u201d also boasted that HPD was beefing up its staffing. <\/p>\n<p>\u201cWe\u2019re expanding headcount to be able to do more housing code inspections and more targeted enforcement,\u201d she said in July during a briefing about the city\u2019s \u201crental ripoffs\u201d hearings.<\/p>\n<p>In April, Hizzoner dressed up as an HPD inspector for a social media post that bragged about finding six violations, some as trivial as missing info taped to the building entrance and boasted \u201cno issue is too small.\u201d<\/p>\n<p>And it worked.<\/p>\n<p>That week, there were 17,768 complaints filed \u2014 up 63% from the same week in 2025 when there were 10,877 tenant calls. In Brooklyn, calls that week went from 3,223 in 2025 to 5,499 in 2026 \u2013 a 70% increase, the data show.<\/p>\n<p>\u201cThey\u2019re calling HPD non-stop day and night,\u201d vented property owner Yossi Azour, who\u2019s facing off against the Weaver-founded Crown Heights Tenants Union at his building on Hawthorne Street.<\/p>\n<p>\u201cThey\u2019re playing the innocent victim and causing people to lose their property and suffer.\u201d<\/p>\n<p>\u201cIt\u2019s a disaster,\u201d he added, saying that he\u2019d never seen this in 30 years of owning property. \u201cThat Mamdani is saying landlords are bad and housing should be free, it gives them headwind.\u201d<\/p>\n<p>Read more <a href=\"https:\/\/metrotransitreview.com\/?p=7668\">Colorado politician Joe Anderson, 45, dies while hiking on mountain<\/a><\/p>\n<p>Some of the more head-scratching complaints have included tenants calling 311 to whine about having no heat in the summer, and a renter griping about the color of the paint on the wall, landlords have told The Post.<\/p>\n<p>In May, Mamdani unveiled his \u201cblock by block\u201d housing plan, which increased HPD\u2019s budget by $2 billion.<\/p>\n<p>The nonprofit NYS Tenant Bloc, which Weaver led until joining the Mamdani administration this year, admitted taking landlords to court over repairs was part of the plan to seize housing.<\/p>\n<p>\u201cIf landlords can\u2019t maintain their buildings, tenants will,\u201d the NYS Tenant Block bragged in June. \u201cThe Mayor\u2019s Housing Plan directs $2.2 billion to taking housing off their hands.\u201d <\/p>\n<p>When a tenant calls 311, the complaint goes to HPD, who calls the landlord. If that doesn\u2019t resolve the issue, the agency sends an inspector to the apartment, who can issue a violation.<\/p>\n<p>If a landlord doesn\u2019t fix an HPD violation, it remains open, giving the city agency the power to go to court, and in the most extreme cases, when there are multiple serious, persistent building-wide violations, take steps to transfer management and ownership.<\/p>\n<p>This week, Mamdani announced he was fast-tracking the court process.<\/p>\n<p>\u201cPeople wait weeks, if not months, for a case to be heard,\u201d he told reporters. \u201cToday we take a critical step towards ending that.\u201d<\/p>\n<p>Gotham landlords  told The Post tenants are abusing the complaint system to live rent-free \u2014 and push them out.<\/p>\n<p>\u201cThe tactic is to make these complaints. Make it seem like there is no interest in fixing the issue,\u201d said Eccles.<\/p>\n<p>Mamdani\u2019s controversial Office of Mass Engagement has even gone canvassing with the Democratic Socialists of America to encourage tenants to \u201cband together\u201d against landlords, knocking on doors in Flatbush just last week.\u00a0<\/p>\n<p>\u201cI\u2019ve totally seen what I would describe as a weaponization of 311 complaints,\u201d Luis Altamiranda, Esther consulting group president, who owns properties in Washington Heights. \u201cIt existed before Mamdani, but it\u2019s gotten by far exponentialized since he\u2019s taken office<em>.<\/em>\u201c<\/p>\n<p>\u201cWhat I see a lot of is you have tenants that have massive amount of arrears, and then they use the 311 complaints to create this sort of narrative that the landlord\u2019s not doing his job<em>.\u201d<\/em><\/p>\n<p>\u201cThe landlords are being targeted,\u201d said East Village landlord Christine Renzi, who owns 11 apartment buildings once owned by her father. \u201cMy father was never targeted like this. We used to get a lot of respect for being a landlord.\u201d<\/p>\n<p>\u201cI actually have a tenant that feels that he does not have to pay his rent because of Mamdani. They feel like they are absolutely entitled to have a free ride,\u201d she said.<\/p>\n<div>\n<\/div>\n<p>\u201cWe even had one tenant who called me and asked why she was being charged rent. She thought that\u2019s what the rent freeze meant,\u201d said Natalie Bonnano, 47, of Staten Island who, with her sister, owns 300 properties in Brooklyn and Staten Island.<\/p>\n<p>Frivolous and repeated false complaints hurt tenants \u201cwith real issues,\u201d said Ann Korchak, board president of Small Property Owners of New York. <\/p>\n<p>\u201cA fair and effective housing enforcement system should ensure that property owners are given reasonable opportunity to correct legitimate violations and weed out bogus tenant complaints.
