                                        {"id":7116,"date":"2026-08-21T20:38:07","date_gmt":"2026-08-21T20:38:07","guid":{"rendered":"https:\/\/metrotransitreview.com\/?p=7116"},"modified":"2026-08-21T20:38:07","modified_gmt":"2026-08-21T20:38:07","slug":"exclusive-the-wacky-and-dangerous-nyc-bills-that-could-soon-be-law-sick-leave-for-pets-abolished-gang-database-and-an-elephant-ban","status":"publish","type":"post","link":"https:\/\/metrotransitreview.com\/?p=7116","title":{"rendered":"Exclusive | The wacky \u2014 and dangerous \u2014 NYC bills that could soon be law: Sick leave for pets, abolished gang database and an elephant ban"},"content":{"rendered":"<div>\n<p>What a bunch of silly billies!<\/p>\n<p>Progressive Caucus City Council members are backing a slew of out-of-left-field bills, ranging from the potentially dangerous to the downright wacky, a Post analysis found.<\/p>\n<p>Read more <a href=\"https:\/\/metrotransitreview.com\/?p=7114\">Cause of death revealed for missing US Assistant Attorney found dead in San Diego office<\/a><\/p>\n<p>Some of those bills push for standard-issue progressive pipe dreams, such as abolishing the NYPD\u2019s gang database or setting a $30 minimum wage.<\/p>\n<p>But 13 bills count as Grade A wack-a-doodle doozies \u2014 from banning elephants to letting pet owners take sick leave if their dogs are ill \u2014 by The Post\u2019s reckoning.<\/p>\n<p>\u201cThey want the world to know this is what they believe in and this is what they fight for,\u201d said Zilvinas Silenas, president of the Empire Center, an independent think tank.<\/p>\n<p>\u201cThey\u2019re putting up a flag to say, \u2018Hey, I\u2019m the council member who\u2019s all in on organic eggs\u201d or, \u2018I\u2019m the council member who really cares about elephants in New York.&#8217;\u201d<\/p>\n<p>Democrats hold a supermajority on the Council, with a significant bloc of progressives \u2013 but the bills would need to first advance beyond various committees before they go up for a vote by the full lawmaking body.<\/p>\n<p>Here\u2019s what lefty Council members want New Yorkers to know where they stand.<\/p>\n<h2>Sick leave for pets<\/h2>\n<p>Fido having a ruff day? <\/p>\n<p>New Yorkers won\u2019t have to choose between going to work or taking care of a sick pet if a bill sponsored by Councilman Shaun Abreu (D-Manhattan) is passed.<\/p>\n<p>City law currently doesn\u2019t allow workers to use accrued sick time to care for a sick pet or service animal \u2014 a situation that forces uncertainty if they need to take time off for veterinary care.<\/p>\n<p>\u201cThis bill would clarify that caring for a sick animal is a legitimate use of already earned sick leave and does not create any additional leave entitlement,\u201d a memo in support of the bill states.<\/p>\n<p>The bill would tweak the city\u2019s sick leave law, allowing workers to take time to care for some \u2014 but not all \u2014 types of animals.<\/p>\n<p>Animals \u201ckept primarily for companionship\u201d \u2014 as in, pets and service animals \u2014 would fall under the tweaked law.<\/p>\n<p>Farm animals like barn cows, however, would have to moooove aside.<\/p>\n<p>Abreu isn\u2019t part of the Progressive Caucus, but the bill has backing of lefties such as Councilwoman Tiffany L. Cab\u00e1n (D-Queens). He told The Post the legislation doesn\u2019t expand the number of sick days available, it only gives workers more freedom in how they use them.<\/p>\n<h2>Free-range eggs only<\/h2>\n<p>What does this bill have to do with the price of eggs?<\/p>\n<p>Nothing, but it has a lot to say about what type of eggs New York City municipal agencies can buy.<\/p>\n<p>A bill by Councilman Harvey Epstein (D-Manhattan) would prohibit city government from buying eggs that aren\u2019t organic or free-range. <\/p>\n<p>\u201cWe want to make sure that the city is providing good, nutrient-dense, safe food to the people it\u2019s serving,\u201d Epstein said. <\/p>\n<p>\u201cOrganic eggs are better for human health, with three times more unsaturated fats, 40% more vitamin A, and twice as much vitamin E compared to the USDA standard, and free-range eggs are also thought to contain superior nutrition. Following the lead of states like Florida, Ohio, and Kentucky, New York City should implement guardrails to keep people safe and healthy.\u201d<\/p>\n<p>The memo succinctly argues that eggs from caged hens are the products of cruelty, noting the hapless birds are confined to spaces smaller than a single sheet of letter-sized paper.<\/p>\n<h2>Self-service checkouts<\/h2>\n<p>No less than one employee for every three self-service checkouts, please!<\/p>\n<p>Councilwoman Amanda Far\u00edas (D-Bronx) is pushing a bill to fine pharmacies and food retail stores up to $1,000 per employee every day that self-checkouts are not properly staffed.<\/p>\n<p>The proper staff ratio, as defined by the bill, is one workers per every three self-checkout machine. <\/p>\n<p>And it also requires that stores impose a 15-item maximum for the machines.<\/p>\n<p>Both moves would help combat retail theft, a scourge that drives up the cost of food and essential goods, a memo supporting Far\u00edas\u2019 bill states.<\/p>\n<p>\u201cReinvesting in staffing is good for revenue, for jobs, and for consumer confidence,\u201d the memo argues. \u201cWe must fix the system, rather than continuing to pass the cost of preventable losses onto New Yorkers who are already struggling with the affordability crisis.\u201d<\/p>\n<p>Farias added, \u201cRetail theft has been a challenge for our city since the pandemic, and we have been working to address it from every angle. Female pachyderms must also be kept in groups and allowed to form herds, and likewise for males.<\/p>\n<p>The requirements also emphatically state: \u201cThe elephant must not be mounted, ridden, or forced to do labor.\u201d<\/p>\n<h2>\u2018Hostile architecture\u2019<\/h2>\n<p>Does that bench look \u2026 hostile?<\/p>\n<p>So-called \u201chostile architecture\u201d designed to keep homeless people from resting or sleeping \u2014 such as spiked platforms or many-railed benches \u2014 across the city would be targeted in a bill by Councilman Christopher Marte (D-Manhattan).<\/p>\n<p>\u201cIn 2017, 2021, and 2025, the MTA removed numerous benches from train platforms and replaced them with metal leaning bars; again, targeting the homeless population,\u201d the bill\u2019s memo states.<\/p>\n<p>\u201cHostile architecture, however, affects everyone, not just the intended target. In the case of the MTA\u2019s leaning bars, multiple riders have expressed concern about the issue of accessibility.\u201d<\/p>\n<p>The bill, however, would take no action other than require the city\u2019s planning department to conduct a study within 18 months of it becoming law.<\/p>\n<h2>Abolishing NYPD gang database<\/h2>\n<p>A dumbfounding 25 City Council members are sponsoring a bill to abolish the NYPD\u2019s gang database.<\/p>\n<p>Lefties generally consider the database racist, but police officials \u2014 not least NYPD Commissioner Jessica Tisch \u2014 argue it\u2019s a vital crime-fighting tool, with thousands of entries and intel including distinctive tattoos linked to criminal groups and gangs.<\/p>\n<p>A spokesperson for bill sponsor Councilwoman Althea Stevens (D-Bronx) said the lawmaker has seen firsthand how the list unfairly targets black and brown people. <\/p>\n<p>The list doesn\u2019t have checks to make sure people on it have criminal histories, the spokesperson argued.<\/p>\n<h2>Handcuffing the NYPD\u2019s Strategic Response Group <\/h2>\n<p>Another 26 Council members have signed onto a bill to prohibit the NYPD\u2019s Strategic Response Group from deploying during First Amendment-protected protests.<\/p>\n<p>SRG has long been a progressive bugbear, with opponents \u2014 including Mayor Zohran Mamdani \u2014 contending the unit regularly brutalizes protesters and tramples their rights. The specialized unit responds to civil disorder and major events, including parades and protests.
