Fine, Hamas has said<\/em> it\u2019s agreed to lay down its arms as per that 15-point plan from President Donald Trump\u2019s Board of Peace, but color us skeptical.<\/p>\n

We absolutely hope <\/em>it proves to be a genuine step toward bringing permanent peace to Gaza, but before we deem it a \u201chistoric agreement\u201d as the prez announced, we need some questions answered.<\/p>\n

For starters, who decides that Israel and Hamas and its allied terror groups have ceased \u201call military operations\u201d? <\/p>\n

We guarantee that some terrorists will keep shooting at Israel forces (and even more so, at any Gazans who defy them).<\/p>\n

It seems a new International Verification Committee needs creating, but who\u2019ll be on it, where will the staff come from, how long will it take to set up \u2014 and what happens when one side insists the IVC is wrong about the other side complying?<\/p>\n

One enforcement arm is supposed to be the International Stabilization Force, but it\u2019s meant to have a mere 5,000 troops \u2014 and so far only seems to actually have 200 or so even pledged by a few countries. <\/p>\n

Also: What is the \u201cPalestinian law\u201d the plan mentions repeatedly? <\/p>\n

There\u2019s never been an actual Palestinian state to have any laws; are we talking about statutes created by the Palestinian Authority? By the rump government Hamas has run in Gaza? Something else?<\/p>\n

And what judges are to interpret this \u201claw\u201d? <\/p>\n

More generally, what parts of the Hamas-controlled government will transfer over to the new one under the National Committee for the Administration of Gaza, and again who does the vetting of these \u201ccivil servants\u201d selected by various gangs of terrorists?<\/p>\n

Above all, how can any <\/em>\u201cexisting police structures\u201d possibly be trusted?<\/p>\n

Look: It\u2019s not even clear who will take custody of any weapons that Hamas turns over, nor what \u201cpersonal arms\u201d the various terrorists will get to keep.<\/p>\n

Ones that are legal under that mysterious \u201cPalestinian law,\u201d apparently: Does that include AK-47s? <\/p>\n

And how the heck is anyone to know that Hamas hasn\u2019t kept secret stockpiles? <\/p>\n

It\u2019s not like anyone\u2019s done an independent inventory of the multiple terror groups\u2019 various arsenals, depots, bomb-making shops etc.\u00a0<\/p>\n

Does anyone have a full map of the hundreds of miles of tunnels to be destroyed?<\/p>\n

\n<\/div>\n

Or a roster of every terrorist who\u2019s to give up his arms, from the several independent groups known to operate in Gaza?<\/p>\n

It\u2019s over 10 months since the original 20-point peace plan got signed on Oct. 20, and very little has changed on the ground.<\/p>\n

Hamas hasn\u2019t surrendered, renounced its commitments to armed resistance and Israel\u2019s destruction or done anything really except reassert its bloody rule of all Gaza inside the Yellow Line.<\/p>\n

And the new 15-point plan doesn\u2019t seem to come with actual mechanisms that can change any <\/em>of that; the only force in the region able to make <\/em>the terrorists do anything remains the IDF.<\/p>\n

We guess there\u2019s some <\/em>progress: The plans are down from 20 points to 15, after all. <\/p>\n

Clearly, Trump is still pushing hard for real solutions, and he\u2019s not a guy who gives up; we\u2019re eager to see the diplomats actually deliver at least some hard achievements in the months ahead. <\/p>\n
