WASHINGTON \u2014 Hamas says\u00a0it\u2019s finally ready to lay down its weapons, a feat that could reshape the Middle East after nearly two decades of war and bloodshed \u2014 but even President Trump had questions over whether it will actually happen during a Cabinet meeting at Camp David on Friday.<\/p>\n

If implemented, it would mark the first time Hamas has formally agreed to dismantle its military wing since seizing control of Gaza in 2007.<\/p>\n

\u201cMost people said that would be a deal that would be undoable,\u201d he said. \u201cNow, will it go through? It\u2019s a very complex situation over there \u2014 the people are very complex and difficult. Many cases wonderful, and many cases not so wonderful. But that will be a \u2014 it\u2019s a great breakthrough.\u201d<\/p>\n

The framework, released Friday, envisions Hamas disarming under international supervision as part of a broader deal to end the war in Gaza and hand control of the enclave to a new Palestinian governing body.<\/p>\n

The president pointed out how the agreement \u2014 which would move Trump\u2019s Gaza peace deal\u00a0into its long-delayed second phase\u00a0\u2014 is historic even before Hamas follows through with laying down its arms.<\/p>\n

\u201cNobody thought that would be possible to disarm Hamas,\u201d he said. \u201c\u2026It\u2019s a big step for the Middle East, and people are really impressed by it, and they\u2019re surprised by it.\u201d\u00a0<\/p>\n

Now, a 14-day period of implementation will begin, with an official with Trump\u2019s Board of Peace describing it as the \u201crubber-meets-the-road\u201d phase.<\/p>\n

\u201cAn IRGC terror proxy \u2014 and that\u2019s clearly what Hamas is \u2014 is saying we are going to disarm,\u201d the official said. \u201cThese are a historic set of accomplishments in the Middle East against all odds.\u201d<\/p>\n

As Phase 2 moves forward, here are the five questions likely to determine whether it\u2019s a historic breakthrough \u2014 or just another false dawn.<\/p>\n

1.\u00a0Will Hamas really surrender all of its weapons?<\/h2>\n

This is the billion-dollar question. It\u2019s one thing for Hamas to announce it\u2019s willing to disarm \u2014 it\u2019s another to actually do it.<\/p>\n

The terror group is believed to possess thousands of assault rifles, rocket launchers, mortars, anti-tank weapons, explosives and an extensive network of underground tunnels built over nearly two decades of conflict, according to the Institute for National Security Studies at Tel Aviv University.<\/p>\n

Still, the Board of Peace official said there are\u00a0\u201cno concerns about the commitment to it on all sides.\u201d<\/p>\n

\u201cWe have a deal. Hamas has publicly agreed. The mediators have publicly acknowledged agreement. Now we need to implement it,\u201d the person said.<\/p>\n

Still, some\u00a0analysts say\u00a0what\u2019s left unknown\u00a0is whether Hamas intends to surrender\u00a0its entire arsenal\u00a0or only heavier weapons while allowing individual fighters to retain smaller arms.<\/p>\n

For Israel, anything short of complete disarmament is unlikely to satisfy its longstanding demand that Hamas no longer pose a military threat.<\/p>\n

\u201cHamas has a documented history of breaking every commitment it has ever made,\u201d Israeli security analyst Yuval Davis told The Post. \u201cIts own founding charter calls for Israel\u2019s destruction \u2014 that has never been amended or renounced.\u201d<\/p>\n

\u201cNotably, under this very agreement, Hamas has already said its heavy weapons won\u2019t be surrendered until a Palestinian state is created and Israel is destroyed \u2014 a condition Israel rightly rejects,\u201d he added.<\/p>\n

2.\u00a0Who makes sure Hamas isn\u2019t hiding weapons?<\/h2>\n

Even if Hamas agrees to disarm, verifying it will be an enormous undertaking.<\/p>\n

The proposal calls for international monitors to oversee the destruction or transfer of weapons, inspect military sites and verify that Hamas has dismantled its infrastructure.<\/p>\n

But it remains unclear how, exactly, that will work, as Gaza is riddled with underground tunnels, hidden weapons caches and makeshift factories built over decades of conflict.<\/p>\n

Finding every rifle, rocket launcher and explosive could prove nearly impossible, skeptics have said.<\/p>\n

Officials envision a phased process, clearing neighborhoods and communities one by one before expanding to larger sections of Gaza.<\/p>\n

\u201cYou can\u2019t just snap a finger and all of a sudden a magnet zaps all guns out of the air. It\u2019s going to have to go community by community. That\u2019s going to be the hard work of this,\u201d the Board of Peace official said.<\/p>\n

\u00a0\u201cBut as that happens \u2013 and there\u2019s verification to it in those areas \u2013 it\u2019s going to give space for Israel to say, \u2018OK, this part has been demilitarized, we\u2019re moving back.’\u201d<\/p>\n

Trump\u2019s Board of Peace, along with mediators and the newly established Palestinian body \u2014 dubbed the \u201cNational Committee for the Administration of Gaza\u201d \u2014 will\u00a0oversee the process, the official said.<\/p>\n

3.\u00a0Will Israel trust the process enough to leave Gaza?<\/h2>\n

Israeli leaders have repeatedly vowed they won\u2019t withdraw unless they\u2019re convinced\u00a0Hamas can never again launch an attack like the Oct. 7 massacre.<\/p>\n

Any Israeli troop pullback would likely happen in phases tied to verified milestones in Hamas\u2019 disarmament.<\/p>\n

If Israeli officials conclude Hamas is dragging its feet or hiding weapons, the entire agreement could quickly unravel \u2014 as they have long argued that previous cease-fire agreements allowed Hamas to regroup, rebuild its tunnel network and replenish its weapons stockpiles.<\/p>\n

But Trump on Friday said the Israelis have been supportive and helpful in bringing the agreement to fruition, noting that the Jewish State understands what it needs to do as part of the arrangement.<\/p>\n

\u201cWe do have an understanding with Israel,\u201d he said, referring to Israel\u2019s promise to pull back in Gaza as Hamas disarms. \u201cIsrael helped us, and they\u2019ve been very good.\u201d<\/p>\n

If and when Hamas follows through on disarming, Israel will also have to hold up its end of its bargain \u2014 withdrawing further from Gaza.<\/p>\n

\u201cThe next steps are going to have obligations on Israel, once the obligations of Hamas from a demilitarization standpoint have taken place in a certain area or in a certain sequence,\u201d the Board of Peace official said.\u00a0<\/p>\n

Privately, some\u00a0Israeli\u00a0sources have told The Post they are hesitant about forcing the next phase too soon, voicing skepticism after years of broken cease-fires and shattered promises.<\/p>\n

\u201cWill Hamas abandon its goal of destroying the State of Israel and murdering Jews?\u201d one source in Jerusalem told The Post, calling it the \u201cmost important\u201d question.<\/p>\n

4.\u00a0Who takes over Gaza?<\/h2>\n

Removing Hamas from power is only half the battle.<\/p>\n

The bigger challenge may be determining who governs more than 2 million Palestinians once the terror group steps aside.<\/p>\n

The proposed roadmap calls for a technocratic Palestinian administration backed by international support to oversee reconstruction, security and day-to-day governance.<\/p>\n

That body, dubbed the National Committee for the Administration of Gaza, would serve as a transitional government and on Friday announced its \u201cfull readiness to assume its responsibilities\u201d\u00a0in a statement\u00a0posted to X.<\/p>\n

\n<\/div>\n

\u201cAs the implementation process advances, NCAG will focus on restoring the functioning of public administration institutions, restoring essential services, improving humanitarian conditions, enhancing public security, laying the necessary foundations for recovery and reconstruction and creating an environment that supports development and generates economic opportunities,\u201d it said.<\/p>\n

But whether that government body can ultimately establish authority \u2014 and keep rival militant groups from filling the vacuum \u2014 remains one of the biggest unanswered questions.<\/p>\n

\u201cGovernance cannot be handed to any entity with ties to Hamas, its ideology or its personnel,\u201d Davis said. \u201cA legitimate transitional authority must be vetted, de-radicalized and free of Hamas influence \u2014 otherwise you\u2019ve simply rebranded the same terror infrastructure under a new letterhead.\u201d<\/p>\n

5.\u00a0Can Hamas survive without its guns?<\/h2>\n

For decades, Hamas\u2019 military wing has been central to its identity, influence and power.<\/p>\n

Giving up its weapons would\u00a0fundamentally transform the organization\u00a0from an armed militant movement into a political actor.<\/p>\n

The risk is that hardline commanders or splinter factions reject the deal altogether, potentially creating new militant groups determined to keep fighting Israel even if Hamas\u2019 leadership agrees to disarm.<\/p>\n

But it could instead dissolve entirely, with some saying such a feat would transform the Middle East for years to come.<\/p>\n

\u201cI hope this agreement marks the beginning of a lasting peace,\u201d Emirati foreign policy expert Khaled Omar said. \u201cThe experience of Hamas shows that extremism is never a solution and that even a small territory under extremist control can become a serious threat to regional security.\u201d<\/p>\n

\u201cIf this agreement succeeds, it could become an important step toward building a more sustainable and durable peace across the region,\u201d he added.<\/p>\n
