Socialist Mayor Zohran Mamdani is hatching plans for months-long pressure campaign demanding a sweeping slate of state tax hikes \u2014 along with a renewed push to slap new levies on already burdened city property owners, The Post has learned.<\/p>\n

The full-speed-ahead tax push will kick off with a rally after Labor Day to apply maximum pressure ahead of the 2027 state legislative session and just as Gov. Kathy Hochul re-election campaign enters its final stretch, according to sources with knowledge of City Hall\u2019s battle plans.<\/p>\n

The sources revealed Mamdani and his minions want Albany to deliver \u201ctax the rich\u201d wins on day one of the next legislative session, with their still-in-the works demands including a hike on the wealthy and an expanded corporate taxes.<\/p>\n

The social-media socialist is also resurrecting his massively unpopular scheme to fill Big Apple coffers on the backs of homeowners, while attempting to reform the city\u2019s notoriously unfair property tax system \u2014 a herculean effort that risks the mayor further alienating black and brown New Yorkers.<\/p>\n

\u201cProperty tax reform has been a third rail for mayor after mayor because it is essentially a massive tax increase for many Black and brown homeowners,\u201d an incredulous Democratic insider said.<\/p>\n

\u201cThe fact that Mamdani is looking to go ahead with this plan is just further proof that his base and his background do not understand the historic economic struggles of those communities, nor apparently care about their vote.\u201d<\/p>\n

The nitty-gritty of Mamdani\u2019s grand tax demands for this fall remain largely on the drawing board, sources said.<\/p>\n

But the mayor\u2019s unquenchable thirst for New Yorkers\u2019 hard-earned money comes even after Albany bailed the city out from financial ruin, while delivering him a political win with a pied-\u00e0-terre tax, an added levy on luxury second homes in New York City.<\/p>\n

Hochul delivered the handouts after Mamdani\u2019s initial demand for higher taxes on the wealthy, threatening to hike city property taxes across the board by nearly 10% \u2014 a proposal that was met with swift backlash from prominent minority political leaders.<\/p>\n

One of the loudest voices against the hike was Queens Borough President Donovan Richards, who just this week skewered Mamdani\u2019s brethren in the Democratic Socialists of America as perpetuating \u201cwhite supremacy.\u201d<\/p>\n

Mamdani ultimately balanced New York City\u2019s behemoth $126 billion budget with a combination of short-term fixes and relatively few spending cuts, leaving the city cash-strapped in years to come and officials scrambling to fill the looming gap.<\/p>\n

The percolating wish list by Mamdani is effectively two-pronged, with the first focused on extracting a combination of income and corporate taxes increase from Albany, source said.<\/p>\n

The sources revealed Mamdani plans to push state Assembly Speaker Carl Heastie and Senate Majority Leader Andrea Stewart-Cousins for a tax on the wealthy, with the understanding that the Democratic pols will craft it themselves.<\/p>\n

The mayor\u2019s team hopes the pressure \u2014 including mobilizing the full force of the DSA\u2019s ground operations \u2014 will create momentum in Albany to move on tax hikes as soon as the legislature\u2019s next session begins Jan. 1, sources said.<\/p>\n

The asks could further strain the alliance between the socialist Mamdani and Hochul, a moderate Democrat so far standing firm against his demands \u2014 and those of fired-up crowds of leftists \u2014 to tax the rich.<\/p>\n

A Mamdani confidante said a rift is likely imminent between Hochul and Hizzoner, especially if mayor sees she won\u2019t bend on hiking taxes.<\/p>\n

A spokesperson for Hochul waved off the incoming pressure from Mamdani\u2019s comrades.<\/p>\n

\u201cGovernor Hochul doesn\u2019t make decisions based on ideology or political pressure,\u201d the spokesperson said. \u201cShe makes decisions based on what\u2019s best for New Yorkers. When additional revenue is necessary to solve a real problem, she\u2019ll consider every responsible option. <\/p>\n

\u201cBut she doesn\u2019t believe higher taxes are a goal in themselves, and she won\u2019t support policies that make it harder for families, workers, or employers to stay and succeed in New York.\u201d<\/p>\n

The second prong of Mamdani\u2019s push will be focused in New York City, where pols across the political spectrum have long pushed to reform the property tax system.<\/p>\n

The universally hated current system variously favors small homes over apartment buildings, gives luxurious Brooklyn brownstones lower effective tax rates than similar abodes in Queens and largely favors homeowners in white neighborhoods.<\/p>\n

But fixing the convoluted system is a gargantuan task no mayor has seriously tried to tackle, not least because doing so will inevitably shift tax burdens to different neighborhoods \u2014 including those largely populated by black residents.<\/p>\n

The envisioned reform also won\u2019t raise new revenue, so Mamdani\u2019s team plans to seek tax increases on residences, as well as businesses, sources said.<\/p>\n

A Latina Democratic insider echoed growing fears by many minority pols that Mamdani and his cadre of DSA true believers are blind to their communities\u2019 concerns.<\/p>\n

\u201cClearly the mayor is still learning what his job is and what he has the legal authority to do, but I\u2019ll make it simple for them: he can\u2019t raise property taxes on New Yorkers without the approval of the City Council and he can\u2019t raise income and corporate taxes without the approval of the governor,\u201d a Latina Democratic insider said. <\/p>\n

\u201cHe isn\u2019t gonna get either. But good to know he continues to be focused on screwing over black and brown New Yorkers, who would be hit the hardest by property tax increases.\u201d<\/p>\n
