Last year, soon after a Legionnaires\u2019 disease outbreak in Harlem infected 118 New Yorkers and claimed seven lives, the City Council took action.<\/p>\n

We voted to triple the frequency of required testing for Legionella in building cooling towers, increasing it from quarterly to monthly, because we believed that this city owes New Yorkers better protection.\u00a0<\/p>\n

Less than a year later,\u00a0another\u00a0outbreak has swept through Manhattan\u2019s\u00a0densely populated\u00a0Upper East Side.<\/p>\n

At least\u00a074\u00a0people\u00a0have been infected, seven\u00a0remain\u00a0hospitalized \u2014 and four\u00a0New Yorkers have tragically lost their lives.\u00a0<\/p>\n

Their families deserve our deepest condolences.<\/p>\n

And they also deserve something more: real answers\u00a0from Mayor Zohran\u00a0Mamdani\u2019s administration. \u00a0<\/p>\n

Legionnaires\u2019 disease is no mystery.<\/p>\n

We know how it spreads, and we know how to reduce the risk.\u00a0<\/p>\n

But even though the council strengthened the law months ago, the administration failed to match those reforms with the urgency, transparency and leadership New Yorkers need.\u00a0<\/p>\n

Moreover, this month\u2019s outbreak exposed a different set of failures\u00a0that go beyond lack of\u00a0sufficient\u00a0testing.<\/p>\n

Throughout this\u00a0outbreak, New Yorkers were\u00a0too\u00a0often\u00a0left in the dark by a Health Department that didn\u2019t promptly disclose which buildings had tested positive for Legionella,\u00a0and that neglected its responsibility to\u00a0 provide guidance to those in the affected neighborhoods.\u00a0<\/p>\n

Worse yet, the city missed\u00a0critical\u00a0opportunities to prevent\u00a0additional\u00a0infections.<\/p>\n

I repeatedly called on the Health Department to\u00a0proactively\u00a0disinfect cooling towers throughout the affected area\u00a0while investigators worked to\u00a0identify\u00a0the precise source of the bacteria, to no avail.<\/p>\n

Instead, the\u00a0department chose to wait \u2014 and the crisis spread. \u00a0<\/p>\n

Equally\u00a0troubling is the apparent communication breakdown between the Health Department and city hospitals.<\/p>\n

Elected leaders learned of the outbreak\u2019s\u00a0second death through news reports, not directly from the Health Department \u2014 and when I requested confirmation, department officials\u00a0indicated\u00a0they had first heard of the death through the media as well.<\/p>\n

It took hours before the information could be verified.\u00a0\u00a0<\/p>\n

That\u2019s deeply concerning: During\u00a0a\u00a0public health emergency, hospitals\u00a0and the Health\u00a0Department\u00a0should be in\u00a0constant contact. \u00a0<\/p>\n

On top of that, we learned this week that the\u00a0city lacks sufficient staff\u00a0to\u00a0properly respond to this summer\u2019s outbreak.\u00a0<\/p>\n

The Health Department\u2019s roster of water ecologists \u2013\u2013 the very\u00a0workers who act on positive Legionella findings \u2014 currently has at least 20 vacancies, more than a third of this crucial work force.<\/p>\n

Local 3005, the union representing these staffers, has pleaded with the administration\u00a0to address this unacceptable gap immediately, and I join them in that call. \u00a0<\/p>\n

The epidemiologists, inspectors, scientists and front-line public servants who worked tirelessly throughout this outbreak deserve our appreciation.<\/p>\n

These failures are not on them.<\/p>\n

But public health depends on public trust \u2014 and public trust depends on\u00a0timely, transparent communication and action.\u00a0<\/p>\n

This outbreak exposed a dangerous\u00a0gap between what our laws require and how\u00a0the city\u00a0executes them.<\/p>\n

\u00a0We strengthened the law after the Harlem outbreak, yet City Hall\u2019s response still fell short.\u00a0<\/p>\n

The council will now act again.\u00a0<\/p>\n

We are introducing legislation that will establish a dedicated summer hotline so\u00a0New Yorkers can receive real-time answers during an outbreak, and strengthen requirements for public notification and education.<\/p>\n

The proposed law will also require the city to take action on identifying and disinfecting buildings that don\u2019t comply with cooling-tower inspection requirements, and to improve coordination with the Buildings Department. \u00a0<\/p>\n

\n<\/div>\n

And in September, the council will hold an oversight hearing to fully examine the administration\u2019s response.\u00a0<\/p>\n

The Upper East Side outbreak\u00a0appears to be\u00a0slowing, but\u00a0our responsibility doesn\u2019t end when case counts decline.\u00a0<\/p>\n

The next outbreak isn\u2019t a question of if, but when \u2014 and a question, too, of whether the\u00a0city\u00a0will learn from the failures of this one.\u00a0<\/p>\n

We owe it to\u00a0the families who have lost loved ones,\u00a0and to every New Yorker,\u00a0to make sure we do.\u00a0<\/p>\n
